According to a report by The Punch on Tuesday, June 23, 2026, the United States government has identified a Nigerian citizen and three Nigerian companies among individuals and entities sanctioned for allegedly facilitating financial activities connected to the Islamic State of Iraq and Syria (ISIS).
The action forms part of a broader crackdown targeting three individuals and six organisations accused of supporting the movement of funds used by ISIS across several regions, including Europe, the Middle East, and West Africa.
According to a statement issued by the U.S. Department of State, the sanctions were imposed on operatives and businesses based in France, Syria, Türkiye, and Nigeria. The U.S. described the network as one that helped move money across international borders in support of ISIS operations.
Among those named is Mukhtar Adamu Muhammad, a Nigerian national based in Lagos. U.S. authorities alleged that his money exchange businesses were used as channels for financing ISIS-related activities.
The three Nigerian firms added to the Specially Designated Nationals (SDN) list are Generation Currency Bureau De Change Limited, Lagos; Nine to Nine Exchange Bureau De Change Limited, Ikeja, Lagos; and Manhattan Bureau De Change Limited, Kano.
Other entities sanctioned include businesses operating in Türkiye and Syria, while two foreign nationals from France and Syria were also listed for their alleged involvement in financial and logistical support activities linked to ISIS.
Explaining the decision, U.S. State Department spokesperson Thomas Pigott said, “Today’s designations target three individuals and six entities operating across Europe, the Middle East, and West Africa who have enabled ISIS to move money across borders.”
The U.S. also reaffirmed its security cooperation with Nigeria, noting that both countries recently worked together in an operation that led to the death of Abu-Bilal al-Minuki, described as ISIS’s second-in-command.
The sanctions were imposed under Executive Order 13224, which targets terrorists and their financial supporters worldwide.
