According to diplomatic sources, EU member states have reached a political agreement to revise the criteria governing existing sanctions. The adjustment is intended to enable the designation of individuals and entities linked to actions that undermine freedom of navigation in the critical waterway, a key artery for global energy shipments.

“There was a political agreement among ambassadors that we indeed would change the criteria in Iran’s sanctions regime so that we could also list persons and entities that are responsible for the obstruction of the freedom of navigation in the Strait of Hormuz,” a diplomat familiar with the discussions told Reuters.

The move reflects growing concern within the bloc over maritime security and the stability of international trade routes, particularly amid heightened regional tensions. The Strait of Hormuz handles a significant share of the world’s oil transit, making any disruption a matter of global economic consequence.

A second diplomatic source indicated that the European External Action Service (EEAS) will require several weeks to compile and formalize any new sanctions listings. The EEAS oversees the identification and designation process, while the European Commission manages broader economic and sectoral measures tied to the sanctions regime.
