According to a report by the Times of Israel on Tuesday June 2nd, 2026, Israeli planners have advanced a proposal for a new community in the country’s southern border region near Gaza, with the project set to commemorate a local leader killed during the October 7, 2023 Hamas attack.
The Southern District Planning and Building Committee of the Israel Planning Administration has approved the plan for public review, marking another step toward the establishment of the community near Kibbutz Sa’ad.
The future town will be called Ofir, in memory of Ofir Libstein, the head of the Sha’ar HaNegev Regional Council. Libstein was killed while defending Kibbutz Kfar Aza during the Hamas-led assault that struck communities across southern Israel.
According to planning documents, the development will cover roughly 1,000 dunams, or about 250 acres. The proposed community is expected to include around 500 homes designed in a variety of sizes to accommodate different types of residents and families.
But the project extends beyond housing. Plans also call for educational facilities, commercial spaces and a community center, alongside a medical clinic and a resilience center intended to support residents’ well-being. A central public square and park are also included in the blueprint.
The initiative reflects ongoing efforts to strengthen and expand communities in the Gaza border area following the events of October 7, while also honoring individuals who played key roles during the attack.
If approved after the public consultation process, Ofir would become one of the newest communities established in southern Israel and a lasting tribute to Libstein’s legacy in the region.
