Energy expert Kelvin Emmanuel has revisited the history of Nigeria’s oil savings policy, highlighting a missed opportunity that could have strengthened the country’s financial stability.
In a recent interview shared by Arise News, the managing partner at Energy Consulting Practice reflected on past policy decisions regarding the nation’s oil revenue management.
Emmanuel explained that Nigeria once attempted to create a financial buffer from oil earnings, particularly during periods of high crude prices. According to him, “In 2004, Olusegun Obasanjo created the Excess Crude Account, but in 2011 the governors refused Goodluck Jonathan permission to collapse the ECA into the Nigeria Sovereign Investment Authority sovereign wealth fund.”
The Nigeria Sovereign Investment Authority was established to manage Nigeria’s sovereign wealth fund and support long-term economic stability through structured savings and investments.
Emmanuel noted that integrating the Excess Crude Account into the sovereign wealth structure could have strengthened Nigeria’s financial reserves and improved its ability to respond to economic shocks, especially those related to fluctuations in global oil prices.
The analyst stressed that many oil-producing nations maintain structured savings mechanisms that allow them to stabilize their economies during periods of volatility in the international energy market.
He added that stronger fiscal discipline and long-term planning remain essential for Nigeria to maximize the benefits of its oil resources and protect future generations from economic uncertainty.
